Topeak's take on the top tube bag comes in at 23.5 x 12 x 7cm for 0.75 liters, with a water-repellent shell and an integrated rain cover for when the weather turns properly bad. The rain cover is the interesting part — most makers just claim water resistance and leave you to it.
There are two philosophies for keeping a top tube bag dry. Build it waterproof and accept the cost and weight, or build it water-repellent and give the rider a cover for the days it actually matters. Topeak went the second way.
The TopLoader is 23.5cm long, 12cm tall and 7cm wide for 0.75 liters. That length sits right on the 23cm category median while the 12cm height is well above the 9.9cm median, so on paper it's an average-length but unusually tall bag — worth checking against your knee path before you commit, particularly if you ride with a lot of drop.

One note from the spec sheet: Topeak lists the green version as lighter than the black. We've used the black weight, which is the conservative number.
